Legislation affecting the Water and Wastewater Industry

Senate Bill (SB) 272, affecting the water and wastewater industry in Florida was favorably reported out of the Senate Communications, Energy and Public Utilities Committee as a Committee Substitute (CS/SB 272) on January 14, 2014.  The Committee Substitute allows customers of a water or wastewater utility to petition the Public Service Commission (PSC) for a suspension or revocation of the utility’s certificate of authorization.  The petition must be signed by at least 65% of the utility’s customers, and the process and criteria for reviewing the petition is specified.  CS/SB 272 continues the provision from the original bill requiring the PSC to consider secondary water quality standards in setting rates for water utilities, and additional criteria in setting rates for wastewater utilities.
