Businesses and individuals regulated by state government in Florida must understand the Florida Administrative Procedure Act (APA). This Act governs disputes between all state agencies and the entities and people the agencies regulate. The APA also governs how agencies adopt rules and dictates how those affected by rules can challenge them. Florida’s APA is unique to the 50 states and is substantially different from the federal administrative procedure act. Litigation in the administrative process is not the same as civil litigation in the state or federal court systems, and navigating the administrative process requires attorneys who understand it.
