Updated Mitigation Discount Form Moves Toward Adoption
The Florida Office of Insurance Regulation has proposed an amendment to rule 69O-170.0115 seeking to adopt a new version of form OIR-B1-1802 “Uniform Mitigation Verification Inspection Form.” The “1802 Form,” as it is commonly known, allows insureds to qualify for windstorm premium discounts based on the construction techniques or mitigation features of their homes.
The proposed rule amendments are intended to take effect April 1, 2026. The new OIR-B1-1802 updates the fixtures or construction techniques that qualify for discounts taking into account a 2024 Residential Wind-Loss Mitigation Study. The 2024 study updates research conducted years ago when the mitigation discount program was in its infancy.
The impact of the new 1802 form and updated mitigation study on policyholders’ premiums is not yet known. OIR held a workshop earlier this year to discuss new discount tables. These tables remain under consideration and will be the subject of separate rulemaking. The premium impacts will vary by policyholder, considering that the construction techniques, mitigation features and other factors are unique to individual properties.
