OIR Proposes Updated Market Intelligence Report

The Florida Office of Insurance Regulation (OIR) has proposed revisions to administrative rule 69O-137.009 related to residential insurers’ policy data. The rule will adopt updates to the reporting format, which is set forth in a template identified as OIR-DO-1185. The report is commonly referred to as the Market Intelligence Report— a name adopted when former “QUASR,” or quarterly, references no longer applied.

The report will require insurers to provide certain information by ZIP code, by month. This includes not only information about the number of policies in force, written, canceled or nonrenewed during the month, but also information about mitigation discounts, the number of claims opened and closed during the month, and the number of lawsuits opened and closed during the month. Essentially, the report will require insurers to merge data from varying policy, claims and litigation sources.

The intended effective date of the updated reporting format is January 1, 2026.
