Familiar Names Take New Positions at Office of Insurance Regulation

The Florida Office of Insurance Regulation has named several veteran regulators to new positions within the agency.  Some of the changes affect oversight of the property and casualty area, where the newly named senior regulators take the place of individuals who left the OIR to pursue other opportunities earlier this year.

Richard Koon has been appointed Deputy Commissioner for Property & Casualty, succeeding Al Willis.  Mr. Willis previously oversaw life and health financial regulation, but stepped into the acting deputy commissioner role for property and casualty insurance a few months ago.  Mr. Willis is moving to the Division of Rehabilitation and Liquidation under the Department of Financial Services where he will be the Assistant Division Director.

Rich has over 20 years of insurance regulatory and management experience.  Most in the insurance industry will know him for his longstanding work in the property and casualty product section.  He most recently was the director of that section, which processes all of the form and rate filings for commercial and personal property and casualty insurance.  Rich holds a Bachelor of Science degree in Risk Management and Insurance from Florida State University.  In his new role, he will oversee both the Product Review and Financial Oversight units for Property & Casualty.

 Belinda Miller has been appointed the General Counsel.  She has been serving as acting General Counsel in February 2011 following the retirement of Steve Parton.  Before moving into the General Counsel position, Belinda was the Deputy Commissioner for Property & Casualty, holding that position since 2006.

 Toma Wilkerson has been appointed Director of Life & Health Financial Oversight.  She held this position in an acting capacity when Mr. Willis moved over to the property and casualty side earlier this year.  Before becoming the acting Director, Toma was the Financial Administrator in the Life & Health Financial Oversight unit.  She has been involved in life and health regulation since 1996 and has worked at both the Office of Insurance Regulation and the Agency for Healthcare Administration (AHCA).  She graduated from the University of West Florida with a Bachelor of Arts degree in Business and has achieved the Certified Public Manager (CPM) designation.

 Carolyn Morgan has been appointed Acting Director of Property & Casualty Financial Oversight.  She was most recently the Chief Analyst in the Property and Casualty Financial Oversight unit.  Although Carolyn began her career at the Office as an analyst in the Life and Health section in 2004, she has been involved in property and casualty regulation for several years.  Carolyn holds the Associate Professional in Insurance Regulation (APIR) designation from the NAIC.  She received her Bachelor of Science degree in Accounting from Florida State University.

 Sandra Starnes replaces Rich Koon as the Director of the Property & Casualty Product Review unit.  She has been with the OIR since 1996.  She began as an actuarial analyst in the workers’ compensation area, and later worked as a senior actuarial analyst in the commercial lines area.  Sandra left the OIR to work for NCCI in 2002, and later returned to OIR in 2007.  She most recently was a Deputy Director in the P&C product review section.  Sandra received a Bachelor of Science in Mathematics from Florida State University.
